SEAI and DHLGH.

Ireland’s National Residential Retrofit Plan 2026 commits €558 million to home energy upgrades, with enhanced AHB grant support exceeding 90% of project costs when combined with EEOS. Heating controls and monitoring qualify as eligible measures.

The funding landscape

Ireland’s retrofit programme
for housing bodies and local authorities.

The SEAI National Residential Retrofit Plan 2026 — with €558 million in government funding — is the most generous retrofit support package Ireland has seen. For Approved Housing Bodies and local authorities, combined SEAI and EEOS funding can cover over 90% of project costs.

🏴

SEAI — Approved Housing Body grants

SEAI grant support for AHBs significantly increased in 2026. Combined with the Energy Efficiency Obligation Scheme (EEOS), total support can exceed 90% of project costs for qualifying works including heating controls.

🏠

DHLGH Local Authority Energy Efficiency Retrofit

Department of Housing, Local Government and Heritage capital funding for deep retrofits in local authority homes — insulation, heat pumps, and renewable heating systems eligible.

SEAI Heat Pump Grant — up to €12,500

Heat pump system grant increased to €12,500 per property from February 2026. Heating controls grant available separately. Monitoring of heat pump performance increasingly expected at scheme level.

EEOS (Energy Efficiency Obligation Scheme) requires energy suppliers to support energy efficiency in households. AHBs can access EEOS support alongside SEAI grants, with combined funding potentially exceeding 90% of qualifying project costs.

How Verity fits

BER rating versus
what the home actually delivers.

Ireland’s BER (Building Energy Rating) system — the equivalent of England’s EPC — models how a home should perform. Verity measures how it actually performs — temperature, humidity, occupancy, and energy consumption, continuously, in real conditions.

For AHBs using SEAI funding to install heat pumps, that gap between BER prediction and measured reality is increasingly significant. Heating controls and monitoring — eligible under SEAI’s individual grants — provide the evidence that the funded system delivers in practice, not just in theory.

🏴 Ireland’s Climate Action Plan 2024 sets legally binding targets for residential emissions reductions. Real measured performance evidence — not modelled estimates — is what those targets require at audit.

🔌

Heating controls — SEAI eligible measure

Verity sensors qualify as heating controls under SEAI’s individual grant scheme, eligible alongside heat pump installations and insulation works.

🌡️

Post-heat-pump performance evidence

Continuous indoor temperature and humidity measurement showing what the heat pump delivers — the BER versus real performance gap, in data, across a full heating season.

📊

AHB portfolio evidence

Environmental evidence across an AHB’s housing stock — welfare risks, damp conditions, and retrofit outcomes — in a form SEAI, DHLGH, and AHBRA can rely on.

The AHB evidence case

Funded works need
evidenced outcomes.

SEAI and DHLGH both require evidence of defrayment and outputs as a condition of grant funding. Verity’s continuous, dated records provide an additional, independent layer of performance evidence that strengthens an AHB’s reporting position.

For AHBs regulated by AHBRA — which requires evidence of tenant welfare and housing quality standards — Verity’s cold-home and damp detection adds a resident welfare monitoring layer directly to the retrofit evidence record.

“Over 58,000 homeowners benefited from SEAI schemes in 2025. AHB and local authority support has been specifically increased for 2026 — the opportunity for Approved Housing Bodies is now.”
